A Regulatory Framework for Implementation of Machine to Machine Services: The case involving the emergence of machine to machine in Indonesia

Abstract

The aim of this paper is to propose a regulatory framework recommendation for M2M services to the Indonesian telecommunications regulatory authority. The recommendation is formulated by considering the goals of regulation, the stage of growth and the business model of M2M services. The data required for the formulation are collected from literature study, in-depth interviews and Focus Group Discussions. In-depth interviews and Focus Group Discussions (FGD) involve participants from regulator, vendors, M2M service providers, and academicians. The analysis of this paper is started with identifying the issues and challenges that may occur in deploying M2M services in Indonesian telecommunications market, and then identifying the relevant actions to minimize or solve them. More attention will be given to recommendation for the emergent stage, according to the current status of the deployment of M2M services in Indonesia.
